Mobile number for identification

Mobile number could become identification number in India.

“We are working with the government of India so that mobile number can be used as ID number of a person,” said Alcatel-Lucent India president Vivek Mohan.

    i hav lost my nokia handset two days back . i hav IEMI number of it .
    can i trace my mobile .if so please forward me the procedure how to apply for that
